The Department of War signed two framework agreements with Northrop Grumman on August 3, 2026, to expand the production capacity of critical missile-interceptor components. The agreements target tripling the output of PAC-3 Missile Segment Enhancement (MSE) interceptors and quadrupling the production of Terminal High Altitude Area Defense (THAAD) systems. Lockheed Martin cooperated in the announcement of the deals.
What it means
The agreements establish a second source for Solid Rocket Motors (SRMs) used in the PAC-3 MSE and ramp up the production of ignition safety devices for the same system. For the THAAD program, the deal quadruples the manufacturing rate of interceptor structural components, including mid-body shells, muzzle covers, and rail car assemblies. The Department stated that these actions support President Trump’s and Secretary Hegseth’s vision for the “Arsenal of Freedom” and apply the Department’s Acquisition Transformation Strategy.
The strategy prioritizes engaging directly with key suppliers rather than relying solely on prime contractors. Michael P. Duffey, Under Secretary of War for Acquisition and Sustainment, said that framework agreements with munition components suppliers like Northrop Grumman are vital to accelerating the production increases. He added that building the Arsenal of Freedom requires robust, dynamic supply chains at every level of the industrial base. The initiative was executed in collaboration with the Munitions Acceleration Council, Economic Defense Unit, Missile Defense Agency, and Office of the Under Secretary of War for Acquisition and Sustainment.
