The Department of War and Lockheed Martin announced a framework agreement on March 25, 2026, to accelerate production of the Precision Strike Missile (PrSM). The agreement establishes a pathway for a multi-year contract of up to seven years, contingent on future Congressional authorization. It directs Lockheed Martin to invest in advanced tooling, facility modernization, and critical testing equipment to reduce production lead times.

What it means

The framework agreement implements Secretary Hegseth’s mandate to place the defense industrial base on a wartime footing. Michael Duffey, Under Secretary of War for Acquisition and Sustainment, said, “Through this agreement, we are actively building the Arsenal of Freedom with speed and urgency.” He stated, “By empowering industry to invest in the factory floor, we are building a decisive and enduring advantage for our warfighters to outpace any potential adversary.”

The initiative falls under the Department of War Acquisition Transformation Strategy and Munitions Acceleration Council work. Collaboration on the effort includes the Army and the Economic Defense Unit.
