The Department of Energy’s Office of Clean Energy Financing closed a $1.9 billion loan agreement with NextEra Energy on September 8, 2026, to support the restart of the Duane Arnold nuclear plant in Linn County, Iowa. As reported by ans.org, the federal funding arrives less than a week after the Iowa Nuclear Energy Task Force released its final report on the state’s nuclear feasibility.
What it means
The loan enables NextEra to bring back 615 megawatts of baseload generation capacity at the facility, which was shut down in 2020. NextEra announced plans for a restart as early as 2029 in October 2025. The Nuclear Regulatory Commission issued a preliminary environmental assessment earlier in the summer of 2026 stating the restart would have no significant environmental impacts.
The Iowa Nuclear Energy Task Force, formed by Gov. Kim Reynolds at the start of the year, issued a 130-page report containing nine recommendations for pursuing advanced nuclear power initiatives. The report cites Duane Arnold’s prior operational experience as a foundational strength for workforce growth and advises against aggressive efforts to localize the restart supply chain immediately. Instead, NextEra is using an established national nuclear supply chain and existing qualified vendors. Local participation will primarily derive from labor, construction support, maintenance services, and general industrial activities.
The task force projects the restart will generate $346 million in annual economic impact across Iowa and $135 million in annual labor earnings over the first 25 years of operation. In Linn County specifically, the projected economic output is $320 million with $128 million in labor earnings during that same period. The project is expected to create 1,181 total direct, indirect, and induced jobs in Iowa, with 1,046 located in Linn County. This follows similar federal financing efforts, such as the Energy Department awards $1.9 billion loan to NextEra for Duane Arnold restart, and aligns with broader industry activity including Holtec begins building test facility for SMR-300 reactor at Idaho National Laboratory.
