The Department of War announced the groundbreaking of a new Munitions Campus in Bloomfield, Indiana. The groundbreaking ceremony took place on February 19, 2026. The facility is a public-private partnership designed to expand domestic production of munitions and energetics, with Prometheus Energetics LLC serving as the anchor tenant. The campus will be built on a portion of ACMI Federal’s National Security Industrial Hub, leveraging $75 million in Defense Production Act Title III funds awarded by the Department in September 2023.

What it means

The Munitions Campus is located on a 1,100-acre advanced manufacturing development known as the National Security Industrial Hub (NSIH) in Bloomfield. Prometheus Energetics LLC broke ground on its new headquarters and solid rocket motor manufacturing facilities, which will occupy 600 acres of the site. The campus uses a shared-infrastructure model intended to help U.S. companies reduce operating costs while collocating manufacturers of major components and subcomponents.

Production at the facility will include Tomahawk, Javelin, and Stinger missiles, as well as the Guided Multi-Launch Rocket System (GMLRS). The site is situated near Crane Army Ammunition Activity and Naval Surface Warfare Center Crane. According to the Department of War, the initial $75 million federal investment is projected to generate more than $600 million in private capital. Assistant Secretary of War for Industrial Base Policy Michael Cadenazzi said the program represents a critical step toward modernizing America’s defense industrial base. Aissa Tovar, Director of Defense Production Act Purchases within the Office of the Assistant Secretary of War for Industrial Base Policy, stated that “our federal investment is the key that unlocks the $600 million in private capital making all of this possible.” Construction efforts are progressing, with phased opening and operations beginning in 2027.
