The U.S. Department of Energy’s Office of Environmental Management awarded the West Valley Demonstration Project Phase 1B Contract on October 31, 2024, to West Valley Cleanup Alliance LLC (WVCA), a newly formed limited liability company. Work will be performed at the West Valley Demonstration Project site in western New York. The contract carries a maximum value of $3 billion over a 10-year ordering period. WVCA’s members are BWXT Technical Services Group Inc., Jacobs Technology Inc., and Geosyntec Consultants Inc., with Perma-Fix Environmental Services Inc. and North Wind Portage Inc. serving as teaming subcontractors.

What it means

The contract covers demolition of the remaining near- and below-grade components of the Main Plant Process Building, additional facility deactivation and demolition, contaminated soils remediation and disposition, waste management and legacy waste disposition, safeguards and security, environmental monitoring, surveillance and maintenance, and program support activities. The contract is structured as an indefinite-delivery indefinite-quantity award under the End State Contracting Model and includes requirements for meaningful work to be performed by small businesses. Task orders issued before the ordering period closes may be performed for up to five years beyond the end of that period.

DOE’s Office of Environmental Management received three proposals in response to the solicitation; all three complied with solicitation instructions and were evaluated. WVCA’s proposal was determined to provide best value based on key personnel, past performance, management approach, and cost and fee. The department said no site workforce impacts are expected during the transition to the new Phase 1B contractor, that competitive and comparable benefits will continue, and that the contractor will promote community engagement including stakeholder interaction and union labor hiring.
