Dominion Energy filed an annual integrated resource plan update with the Virginia State Corporation Commission that outlines more than 39 gigawatts of new generation over 20 years. The Virginia utility’s filing includes solar, battery storage, natural gas, wind and small modular reactors as electricity demand is projected to double by 2045. The document is a demand-and-supply planning roadmap rather than a list of approved projects.

What it means

Dominion’s plan includes more than 21 gigawatts of solar generation, 3.5 gigawatts of battery storage, 9 gigawatts of natural-gas generation, 3.3 gigawatts of wind and 2 gigawatts of small modular reactors. Dominion said more than three-fourths of the planned generation assets would be carbon-free, including solar, offshore wind, energy storage and advanced nuclear technology.

The company projects annual electricity-load growth of about 4%, or 500 to 700 megawatts. Dominion said its plan would reduce reliance on PJM market purchases; Virginia is among the East Coast’s largest electricity importers. Dominion also said green energy sources alone are not commercially viable or dispatchable enough to supply the projected annual increase in demand.

For a household using 1,000 kilowatt-hours monthly, Dominion estimated bills of $258.03 in 2036 and $283.65 in 2046. The State Corporation Commission’s calculation put those monthly amounts at $320.26 in 2036 and $458.22 in 2046.

Key facts

  • Dominion Energy proposed more than 39 gigawatts of generation additions over 20 years.
  • The plan lists more than 21 gigawatts of solar generation, according to Dominion.
  • Natural-gas generation accounts for 9 gigawatts in the plan, according to Dominion.
  • Battery storage totals 3.5 gigawatts, with wind at 3.3 gigawatts and small modular reactors at 2 gigawatts.
  • Virginia electricity demand is projected to double by 2045.
  • The State Corporation Commission will review the filing for sufficiency.
  • A full trial on the updated integrated resource plan is scheduled for fall 2027.
