The Fort Worth City Council approved a tax abatement ordinance on Sept. 15 to support a proposed $433.8 million manufacturing facility by Carrier Global Corporation. The Palm Beach Gardens, Florida-based company is selecting a site among four competing locations across three states for its largest-ever single-facility investment. The council’s action creates a reinvestment zone and nominates the project for a Texas Enterprise Zone designation as Carrier prepares to announce its final decision by Sept. 30.

What it means

The approved ordinance provides a seven-year tax abatement covering 60% of real property and business personal property taxes on assets valued at $10.9 million. The city also nominated the project for a $2.5 million Texas Enterprise Zone grant. Officials estimate the development will generate $7.3 million in net new taxes for the city over the life of the abatement. Carrier committed to investing $36 million in real property construction and $397.8 million in equipment at the proposed site, located at 1501 Distribution Zone in the Alliance area.

The facility will house manufacturing, warehousing, engineering, operations, testing, and administrative functions. Under the agreement, Carrier must create 495 jobs with a minimum average salary of $75,000 by Dec. 31, 2029. Failure to meet these investment, job creation, or salary benchmarks could result in the forfeiture of the tax abatement. The project aligns with Carrier’s broader 2025 announcement to invest $1 billion in U.S. manufacturing and create 4,000 jobs nationwide. Fort Worth faces competition from states with lower property tax rates; Virginia’s rate is half that of Fort Worth, while Alabama’s is one-quarter.
