GSK announced an investment of more than $800 million to expand its biopharmaceutical operations in Upper Merion Township, Pennsylvania. Governor Josh Shapiro and the state’s economic development agency confirmed the project last week. The company plans to demolish existing structures to build new facilities, including a quality control lab, a pilot plant, and a commercial-scale biologics manufacturing site for clinical and commercial supplies.

What it means

The expansion is scheduled to begin construction next year and will establish a hub housing production, research and development, and advanced digital capabilities. GSK stated the project will create more than 300 new jobs over the next five years while retaining 4,500 existing positions at the site. Regis Simard said the investment in commercial and R&D manufacturing with advanced digital capabilities will help accelerate the development and supply of future medicines for patients.

This marks GSK’s second major Pennsylvania investment in two years. In October 2024, the company pledged $800 million for a facility in Lancaster County that created 200 jobs. The Upper Merion project is eligible for tax benefits through the Qualified Manufacturing Innovation and Reinvestment Deduction program and the Manufacturing Tax Credit program, though specific benefit amounts were not disclosed. GSK has committed to spending $30 billion on U.S. supply chain infrastructure and R&D expansion through 2030. Other pharmaceutical companies, including Eli Lilly and Johnson & Johnson, have also invested in Pennsylvania manufacturing capacity.
