Governor Josh Stein announced on May 27, 2025, that Pelsan Tekstil A.S., a Turkish manufacturer established in 2006 as a subsidiary of the Hassan Group, will build its first U.S. production facility in Goldsboro, Wayne County, North Carolina. The company will invest $82.6 million in the facility, which will manufacture breathable films for hygiene and medical applications. The project will create 216 jobs with an average salary of $48,789, above the current Wayne County average wage of $46,211.
What it means
The State’s Economic Investment Committee approved a 12-year Job Development Investment Grant on May 27, 2025, authorizing potential reimbursement to Pelsan of up to $2,065,000 over the grant term. State payments are made only after performance is verified by the departments of Commerce and Revenue. The project is estimated to grow North Carolina’s economy by more than $719.5 million over the 12-year term, with the state projecting a return of $2.15 in state revenue for every dollar of potential cost — a projected 115 percent return on public investment.
Pelsan, which was the first company in Turkey to manufacture breathable polyethylene films, will bring that product line to the U.S. market through the Goldsboro facility. The Hassan Group, Pelsan’s parent, has more than 80 years of experience in nonwoven and polymer film technologies. CEO Ali Sisman said in the announcement that the company’s decision to invest in North Carolina reflects confidence in the region’s workforce and infrastructure.
