The White House issued a presidential proclamation adjusting the tariff regimes for imports of aluminum, steel, and copper into the United States. The action modifies the duty rates and product coverage established under Proclamation 11021 (April 2, 2026) and earlier section 232 determinations. The changes take effect at 12:01 a.m. eastern daylight time on June 8, 2026, for goods entered for consumption or withdrawn from warehouse.
What it means
The proclamation expands the category of derivative products subject to the temporarily-reduced 15 percent ad valorem duty. Agricultural equipment and certain residential HVAC systems and components are now included in this lower-duty tier alongside fixed industrial machinery and power equipment. The standard ad valorem duty on products made of these metals remains at 50 percent, while the duty on other derivative products predominately composed of those metals remains at 25 percent.
The action also temporarily modifies tariffs on mobile industrial equipment and machinery. Aluminum lithographic plates and steel racks are explicitly included as aluminum and steel derivative products subject to the applicable derivative tariff under Proclamation 11021. Additionally, the threshold for imported products to qualify as made “entirely” from American aluminum, steel, or copper is lowered from 95 percent to 85 percent.
