Governor Greg Abbott announced a $250 million grant from the Texas Semiconductor Innovation Fund to Samsung Austin Semiconductor, LLC on September 17, 2025, during a meeting with Samsung executives at the Texas Capitol in Austin. The grant supports a semiconductor fabrication facility in Taylor, Texas, where Samsung is investing $4.73 billion in capital to manufacture 2-nanometer leading-edge logic chips for use in 5G, artificial intelligence, and high-performance computing applications.
What it means
The TSIF grant, drawn from a fund established by the Texas CHIPS Act that Abbott signed into law in 2023, directs state capital toward Samsung’s transition to 2-nanometer chip production at the Taylor fab. Abbott first announced Samsung’s investment to construct the Taylor facility in November 2021, which the governor’s office described at that time as the largest foreign direct investment in Texas on record. Abbott said Samsung’s total investment in Texas has reached approximately $40 billion. Representative Caroline Harris Davila said the project supports tens of thousands of jobs and generates billions of dollars in local economic activity in Central Texas.
The Texas CHIPS Act created both the Texas Semiconductor Innovation Fund and the Texas Semiconductor Innovation Consortium, administered by the Texas CHIPS Office within the Governor’s Texas Economic Development and Tourism Office. Young Hyun Jun, Vice Chairman and Head of the Device Solutions Division at Samsung Electronics, said in a statement that “Samsung has been proud to call Texas home for the past 30 years and is deeply appreciative to the State of Texas and the Governor’s Office for this significant grant award.”
